Annual FASNY Memorial Service
This solemn service opens the Annual Convention in an honorable way that remembers the Association’s deceased members who have provided service to their respective communities. Prayers, scriptures and song lead the way to the reading of their names, tolling of the bell and memorial candle ceremony for those who have answered their final alarm.
10:00 a.m.-Noon Opening Session
The opening of the 149th Annual Convention by President John P. Farrell, Jr. is followed by introductions, Convention updates, business section meetings and the Association’s reports. This year’s keynote speaker is Chief Billy Goldfeder, EFO.

12:30-1:50 p.m. The Passion of Training with Lieutenant Dave Bullard, Georgia State
Firefighters Association President
With more than 20 years of fire service, Bullard is involved in many professional organizations that include the Georgia Association of Fire Chiefs; National Fire Academy Alumni Association; Leadership Augusta Alumni; Georgia FLAMES Alumni; International Association of Fire Chiefs; Peach Belt FOOLS; and the Firefighter Cancer Support Network, in addition to being a past presenter at Fire Rescue International, SEAFC Conference, Panama City Beach Fire Conference, South Eastern Fire Expo, and the South Carolina Fire Rescue Conference.
1:00-3:00 p.m. 2% Tax Forum Moderated by the Hannigan Law Firm
The 2% Tax Forum provides members of fire departments and chartered benevolent associations the opportunity to listen to speakers from various New York State government agencies who will present an overview of 2% Tax usage and distribution pertaining to the areas of expertise. These speakers also take some time to answer questions submitted by the attendees at the forum. A certificate of attendance will be provided to all attendees. Updated 2% laws will be distributed at the forum.
2:00-3:30 p.m. Resilience in Action with Ali Rothrock, On the Job and Off
Ali Rothrock is a speaker, author, educator and advocate who has delivered over 500 presentations nationwide. Rothrock has been in the volunteer fire service since 2005, enjoying more than a decade as a firefighter and EMT. She is the CEO and Lead Instructor for On the Job and Off, an online platform dedicated to building more resilient first responders. Rothrock is the author of Where Hope Lives, a memoir detailing her journey through her first few years in the fire service.
3:45-5:00 p.m. Emergency Responder Safety with Tim Boel, VFIS
Tim Boel is an Education Specialist for VFIS Education and Training, a subsidiary of Glatfelter Insurance Group. His responsibilities include coordination and delivery of education and training programs, curriculum development, and information analysis in the State of New York. He is a member of many emergency service organizations including NYSAFC, FASNY, Rensselaer County Association of Fire Chiefs and NFPA to name a few.

12:30-2:00 p.m. ESIP Extinguishing the Flames of Liability with Dave Denniston
Dave Denniston has been in the fire and emergency services for over 30 years as a firefighter, EMT, driver, rescue tech and Chief of the department in Cortlandville, New York. Denniston serves the community of Virgil as a Fire Commissioner and is a Regional Director for the Association of Fire Districts State of New York. He serves Cortland County as a Deputy Fire Coordinator. Denniston has worked for ESIP for the past 15 years and is currently Director of Risk Management of McNeil & Co.Insurance.

Fire Service Leadership in Turbulent Time with Chief John Buckman,
IAFC Past President
Chief John M. Buckman III has served the German Township Volunteer Fire Department for 37 years and was Director of the fire and public safety academy for the Indiana State Fire Marshal Office for 15 years. He serves on the Executive Advisory Board for FDIC. He served as President of the International Association of Fire Chiefs (IAFC), member of the Department of Homeland Security Advisory Task Force and America Burning Revisited. Buckman is the Director of Government and Regional Outreach for He has presented in all 50 states and each province in Canada.

The Gerard J. Buckenmeyer FASNY Volunteer Scholarship Program is made possible by the generous donations of individuals, fire departments and auxiliaries. The evening event includes several basket raffles, music, fun and light refreshments. Please make an effort to stop by and support the FASNY scholarship program. FASNY would also like to recognize the in-kind support donated by McNeil & Co., which provides more than 80 hours of administrative work needed to process the applications and awards.
